Parking of Vehicles on Campus
Administrative Procedure 3.702
Vehicles parked in violation of these regulations may be ticketed. Vehicles may be towed at the owner’s expense at the direction of Elgin Community College Police Department staff or the Elgin Police Department liaison officers (see towing policy for details).
- NO vehicle shall impede, in any way, the normal flow of traffic on any college street, roadway, or parking area. Parking is allowed in marked parking stalls only. Parking in multiple parking stalls is prohibited, and vehicles are subject to ticketing.
- NO vehicle shall be parked overnight on campus. If an emergency arises, notify the ECC Police Department (dial 7778 from a campus telephone).
- NO parking is allowed in restricted lots or spaces unless an appropriate permit is displayed, e.g., handicapped placard, staff permit, or temporary parking permit.
- NO parking is allowed on grass or islands. Motorcycles may park where specified in the following locations:
- Parking Lot B
- Parking Lot C
- Parking Lot D/Dock
- Parking Lot E
- Parking Lot K Hoffer Drive – west end
- Building H – main entrance
- Building H – dock area
- NO parking is allowed in crosswalks, sidewalks, or blocking ramps.
- NO parking is allowed in areas with yellow curbs.
- NO parking is allowed in violation of posted signs, e.g., no standing, no stopping, no parking, loading zone, turn around.
- NO vehicle shall block fire hydrants or park in fire lanes.
- NO vehicles shall be parked in any parking lot or restricted area with attached trailers and occupying more than one parking place. The exception to this provision is hired contractors performing their work at the college or with prior approval from the ECC Police Department.
Enforcement
Violations are subject to citations/fines issued by the ECC Police.
- Citations – Violators will be issued citations by ECC Police.
- Fines – Citations issued will result in a verbal/written warning up to a monetary fine for the offense.

- Improper Parking (not in a parking space $20.00 or across multiple spaces)

- Blocking crosswalk, sidewalk, or ramp $20.00
- Payment –Payment of fines is to be made at the Student Accounts Office, B151. Failure to pay fines will result in a Financial Restriction being placed on the student’s or employee’s record.
- Amnesty Program – The College may periodically offer an alternative plan to settle outstanding parking tickets. Specific details of the program will be announced via available College communication modes. Any ticket not settled during the outlined program will handled as outlined above.
- Parking Ticket Review (Voiding of Parking Tickets) – The chief or designee, may void a parking citation in cases where a staff member was issued the appropriate permit but did not display it properly at the time. An Appeal form must be completed by the requestor to aid in tracking. The voiding of a violation for failure to display a permit may only be requested once per academic term. All other requests should go through the Parking Appeals Committee.
- Appeal – Parking tickets may be appealed to the Parking Appeals Committee using the designated form along with a copy of the ticket. Failure to fully complete the form can result in the appeal being denied. Any fine will be held pending the outcome of the appeal process. The committee will notify the applicant of the decision. Failure to pay the fine will result in a Financial Restriction being placed on the student’s account and/or disciplinary process if an employee.
- Parking Appeals Committee – The Committee is composed of the following:
- Student Life Administrator
- 2 Members of Student Government
- Administrative Team Member
- Police Department Command Officer
- Decisions rendered by the Committee shall be decided by a simple majority. All decisions are considered final. The applicant will be notified within 45 days of receipt of the appeal.
- Parking Appeals Committee – The Committee is composed of the following:
Permits
- Staff parking permits will be issued by the ECC Police Department to regular full-time and part-time staff employed by the college upon request. Temporary parking permits may be issued by the ECC Police Department on a need basis for seasonal, short-term, or other individuals performing employment or services for the college. Verification of employment and photo identification of the requestor are required prior to the issuance of a parking permit. Student workers are not eligible for parking permits. Replacement permits may be obtained for a charge of $3.00 from the police department.
- Board of Trustee permits and Foundation Board permits – These will be issued to members as appropriate. The permit allows parking in staff parking and Clinical Lot parking. In addition, Trustee permits allow for parking in designated trustee spaces.
- Client permits for parking in Clinical Lot A are issued by the Director of Massage Therapy. All other permits for this lot are issued by the Police Department.
- The Police Department may issue other permits as needed for college business.
