Business Enterprise for Minorities, Females and Persons with Disabilities

Elgin Community College recognizes the importance of increasing the participation of businesses owned by minorities, females, and persons with disabilities in public contracts. The College is committed to promoting and encouraging the full participation of qualified minority, female and persons with disability owned businesses to the greatest extent feasible within the bounds of financial and fiduciary prudence in support of the Business Enterprise for Minorities, Females and Person with Disabilities Act, 30 ILCS 575/0.01 et seq. (the “Act”).

Furthermore, in compliance with this Act, the College President will appoint a liaison to the Business Enterprise Council (now called Commission on Equity and Inclusion – CEI), the College will establish the aspirational goal cited in the Act, and the College shall file an annual report with the Business Enterprise Council (CEI). The College will make good faith efforts to meet the Act's goals and will take every effort to remove barriers to procurement and contractual opportunities.

The College collects information related to certified Business Enterprise Plan (BEP)/CEI vendors listed in the College's Invitation to Bid (ITB), Request for Proposals (RFP), Statement of Qualifications (SOQ), and Request for Quote (RFQ) documents, which are distributed to all vendors. For construction projects managed by architects or construction managers on behalf of the College, the College collaborates to ensure inclusion of BEP/CEI certification requirements and vendor data in all bidding documentation.
